Our Daughter Fell at Daycare in Brooklyn and Cut Her Eye on a Broken Plastic Bin.

You are certainly within your rights to ask the day care center to pay the medical bill.  There might even be a claim worthwhile pursuing for this injury and the resulting scar, if there is one, but that would depend upon the facts regarding what caused your daughter to fall.
